take the wheels out of the equation
assume the plane is a fuselage without wheels and the thrusters push it along the ground
if the runway moves at a speed equal to the velocity at which the thrusters can push the fuselage forward, but in an opposite direction, does the plane move forward?
Are you assuming the conveyor belt is pushing the plane forward?
Because in that situation the plane would take off quickly
