the plane moves when it generates enough rearward force that its wheels roll forward
it the conveyor belt responds to offset the rolling wheels, the forward velocity of the plane looks like this

I don't disagree that the wheels could spin infinitely fast, but the coveyor belt is offsetting any forward movement
if the coveyor belt were as wide as the plane, it might create lift
