If Congress eventually revalues existing sovereign assets—gold is the obvious example—creates additional recognized national reserve assets, and authorizes a carefully limited form of Treasury sovereign money, some future government expenditures or debt refinancing theoretically could occur without issuing an equivalent amount of new interest-bearing debt.
We will have to see what happens in the future.
