The real reason the Clarity Act didn't pass is because currently the Central Bank has a monopoly on counterfeiting its own currency. If the Clarity Act passed it would open the door to allow others the break the monopoly counterfeit operaton & get everyone printing it along with their own currency. That's the real reason it didn't pass!!!
