I'm wondering that when/if the dust limit is removed or significantly reduced, that sprinkling in some satoshis in an output and never spending it would force miners to not prune your data.
This doesn't mean that miners have any obligation to serve you that data for free though, just that it wouldn't get pruned yet.
I guess this could become expensive after a while, but could be considered a cost of doing business?
