I'm pretty confident flock cameras are just cover for the fact that they have way better surveillance than static cameras. Phone at home notwithstanding.
If they remove flock cameras due to public outcry, I'll consider it proof.

Ring doorbells? Businesses? Traffic cams? Etc?
They can already see everything bro. They don't need flock cameras to have access to the massive network of cameras that already exists.

You’re not wrong about the pervasive cameras, they are already at intersections and in our phones but something about the Flock cameras feels more aggressive.
They know we are waking up to their corruption and they are clamping down on the police state while they still can. They know we are about to revolt.

The entire thing is an operation to make people believe "Oh no, mass surveillance isn't already happening, look they're trying to start it with these obvious cameras they're telling us about!!! We need to stop them!!!"
Then they remove the cameras "due to public outcry", and again, everyone goes back to not realizing they're always being watched already.
So, hometown authority never actually had a chance in the first place (beyond the limited time these cameras will remain standing)
