I do think that there is some value in removing the home town's authority in treating it's citizens like criminals.

I think the whole thing is a ruse. They never planned on allowing them to stay up. The entire thing is an operation to make people believe "Oh no, mass surveillance isn't already happening, look they're trying to start it with these obvious cameras they're telling us about!!! We need to stop them!!!"
Then they remove the cameras "due to public outcry", and again, everyone goes back to not realizing they're always being watched already.
So, hometown authority never actually had a chance in the first place (beyond the limited time these cameras will remain standing)
