UTXO split has already been implemented, this would be an automated mix feature which builds on that. Its different legally than coinjoins or mixers that mix funds with other users. It only would mix the user's own funds in their own wallet.

The potential downside, far outweigh the upside
Users have to be smart about UTXO management, and this is where the freeze coin feature comes in handy. If you don't want to merge outputs, then freeze those coins, or send to a new wallet account. Electrum wallets can have multiple separate accounts.
