UTXO split has already been implemented, this would be an automated mix feature which builds on that. Its different legally than coinjoins or mixers that mix funds with other users. It only would mix the user's own funds in their own wallet.

Personally i would think it best to just avoid any such issues
The UTXO splitter is good
it is great if it also splits to new addresses

Yes, correct
It would only take 1 user to do this
and bring unwanted attention

would simply not be worth the risk TBH
there is little benefit to its use
just mixing coins between own accounts
you could even lose privacy
as all accounts then get linked

Splitting coins to new fresh addresses provides better privacy

The potential downside, far outweigh the upside

Users have to be smart about UTXO management, and this is where the freeze coin feature comes in handy. If you don't want to merge outputs, then freeze those coins, or send to a new wallet account. Electrum wallets can have multiple separate accounts.

where as mixing between own addresses is not IMHO
