I looked at your Boost Whitepaper and saw nothing to contradict my initial intuition. Boost is good for Many-to-one and Many-to-Many signals...but one-to-one and one-to-many are natively handled well by Bitcoin without adding this layer of abstraction.

Right! Costly signals are for when there is competition for attention. If there is only one person talking then there is no competition.
