The proof-of-work also solves the problem of determining representation in majority decision making. If the majority were based on one-IP-address-one-vote, it could be subverted by anyone able to allocate many IPs.

The best way to spend 300 mil is how it's being done today: Steam roll the public with bullshit. Orchestrating billions of dollars of fiat and psychological wash trading. Let's not forget that the incomes of the firms involved are also mostly securitized.

Imagine if a fraction of that (like $300 mil) actually had to be tied to reality (energy cost) to secure cyber information and mitigate threats.

We spend way more securing the major blockchains and leave nothing to securing sigint, infosec, etc... atm.
