Google Pixel phones do have a separate security chip inside, which could probably be used for something like that.
I am using GraphenOS for about a year now and I like it very much. If I am not mistaken, password managers like keepass and other security heavy applications are storing their keys on that separate security chip.
So key storage and the signing process could probably be already done on that separate chip, but I am not sure.
Regarding the server side indexing. I think "Ty Everett" from "project babbage" is onto something with his "action oriented programming".
