I don't think I can explain it better than @24 . But listen carefully when he talks about the Baemail usecase. As a sender, you don't know if the receipient just takes the money or reads. Boost POW is a stronger signal because of the incentives.

It would be interesting to see it implemented in a dating app where users can attach POW to their profile.

Would men and women use it the same way? Would it work different for Tinder and a sugar daddy service?

He could definitely buy PoW for each of his sockpuppet accounts, there's no stopping him. But he will eventually go broke buying small PoW for hundreds of accounts. It would be more beneficial for him to attribute all that energy to a single account.
