Nice theory.

The problem I see is, that longterm you would still need all humans to be exposed to the internet and all that stuff to get the best and most talented programmers and thinkers for maintaining and develop all "the stuff".

Similar to the chinese giving all children access to sports so they can screen and filter out the best of them. Without exposing everybody you won't find out who has the most talent and is best fit for the job.

Maybe you could do it by training some children in special schools, but I think picking out the most talented and best from a large sample size with 7.5 billion competitors would be the most efficient way.
