Boost is an upvote system. It's for when you want attention. It's up to the buyers to value their information correctly. In this scenario, it sounds like the songwriter got enough boost to get a high content ranking for a song that people didn't like.

If you want to consider the viability of your system, you must consider how it can abused. Marketing firms will just buy big boosts and have an unfair advantage over little guys. Sure the little guy will win occasionally but not as a rule.
Boost can't be abused. The winners are those who correctly value their ideas. People with money who overvalue their ideas just lose the money.
Of course it will be abused. Marketing firms will have a process for vetting songs. Of those, they'll know what % statistically will succeed. And they'll know to the dollar how much to Boost. Individuals, as a rule, won't have enough to $$ to compete.
That's not abuse. That's how to use it correctly.
