Thus he should know that robots.txt exclusions, and any other exclusion, creates a record on WayBack.

I've seen people verifying on WayBack that deleted records always displayed as such, yes.

They won't do that because that harms the integrity of the record and also will make it seem like you can still file archive requests. I'll see if I can find my emails with them. I've already verified this.
