I've not thought about it much but what I'd suggest is focus on local elections, even HOAs, and shareholder votes and gradually build up processes and systems.

In this system, there is still identity. So there are still challenges like who issues it and who applies rules of eligibility. So there is still authority. At least its internally transparent, not enabling of the subversive authority I was referring to.

Voting counting machines have vote counter equipt companies, run by people and software developers, and all sorts of money backers and suppliers.
An inside vector of trusted authority is corrupted.
