consequentialists argue for the promotion or maximization of a certain value / ideal / good.

classical utilitarians are consequentialists, the value they seek to maximize is happiness or pleasure.

scale is the answer

there are some values / ideals for which maximization is desirable. for example freedom. (most) everyone shares the ideal of being free.
this leaves you the issue of how to define and quantify freedom.
