"Evil can be localized" just does not make any sense to me though I can relate to the Solzhenitsyn quote. I don't have an urge to localise evil I just happen to notice who is pushing what I consider evil on my people.

Is it perpetrators who actually do things, or is it an identity of which the vast majority is completely innocent?

It's obviously the perpetrators but they always seem to have the same identity hence the amount of times they have been expelled from many countries.
