If explaining a concept so that other person 'gets it' is the test, it'd be coupled with other skills than understanding of the subject.
If those other skills are well practiced, I'd say it makes for a good test. Otherwise, you need a better test.

There are many variables involved, and a teacher cannot mold all students equally.
Teaching isn't an act done TO someone, rather, it's done WITH someone.
