I do actually see mute being useful.

In fact, if troll tolls were to mute people if they don't pay the toll, it'd be a choice to pay or not, and it may eliminate many of the problems with the gaming of troll toll as it is now.

And, if people continue interacting with the troll, you still get paid.

You could also enable retroactive muting of trolls, and paying the toll after a twetch is posted in order to meet the toll.

Maybe even paying the toll for someone else...

So, with all that in mind, I say there should be no blocking, only muting, and muting is the troll toll.
