Are you saying IP, as in intellectual property or internet protocol?
If intellectual property, that would involve a PGP encryption layer that proves ownership of said keys. Would more than likely need to be tied to a hardware device, or cypher-key of sorts.
If internet protocol, that wouldn't work for anyone that has a dhcp address. Some, believe it or not, don't have static IPs, nor the ability to procure as such. It would have to be assigned by the providing host. Which, again, sometimes changes. Would the signing from the one-time address be transferrable from provider to provider?
