The manifold hypothesis is that real-world high dimensional data (such as images) lie on low-dimensional manifolds embedded in the high-dimensional space.
I dunno, it's a reasonable ansatz to take if there is any purpose in doing ML. Take the example of learning the alphabet for example. It's not about the technical details of the word manifold, but dimension reduction would be the purpose of ML I think
