No birth control is 100% effective but both parents have the right to waive parental rights such as adoption. If a woman chooses to be a single mom, she is not the governments responsibility. If a man doesnt want to waive parental rights, he should parent.

As it is now the mother has complete control and the father has to take responsibility for her unilateral decision.
That is sexist towards women and oppressive towards men.
