Sounds like an opportunity to create a new merchant insurance that charges less than 1% per transaction that covers this?

If a payment processor is charging me 5% they should cover it.

The consumer pays a negative fee (cc Cashback) and reaps the benifits

If we paid an additional 0.5-1% on each transaction we’d lose even more than the fraud.
