Its really more of digital artworks minted in a blockchain. Its basicaly running on Ethereum blockchain. You create a digital art,mint them on a platform as ERC20 tokens then sell them,trade or share it to others who has digital wallets which can hold NFTs

Can others ‘tip’ the NFTs, adding value to the artwork over time, which the owner can draw from?

Sure. Every NFT minted is an original version or work of the artist. The less edition you mint makes it more rare it become thus more value to it. But only the holder of the NFT has the full control of it. Not the creator once its been transfered.
