i have not heard say "buena tarde" (singular), but it is technically not incorrect, so "buenas tardes" is more of an expression than a literal statement
spanish is rich and i think english speaking people need be a little more poetic in their speech to match a literal spanish speaker: aka words have gender in spanish (i am not really tracking in english) with few exceptions.
