如果全国只有一家银行，整个系统又是封闭的，几乎可以不需要准备金，银行信贷毫无约束，资产负债表两边记账就可以了。只有在不同银行之间需要转账清算时，才必须要有准备金。系统不完全封闭，有资本外流时，准备金也会减少，加大系统压力。只能降准、发粉、逆回购等增加准备金应对。
