@1623 : root level #!de changes the definition of everything w/o interfering w/ the chain state the change is applied to... so people act w/o anticipating the change

@1623 : once a change is decrypted the block is 21e8'd and the next change is slightly harder to decrypt... every ten minutes the $CCC becomes more coherent
