Pretty heavy penalties for anyone caught tampering with ballots, buy Biden and his team will be able to claim they had nothing to do with it. But that's assuming the watermark sting isn't just a conspiracy.

As legit as that would have been to actually certify ballots, apparently its been floating around on the web since before the election and I dont think they would have let that out.
Yes, Dems would have to be very brazen/dumb to use ballots that didn't have the watermark. I think if there is fraud it's more likely tampering by counters and impersonation of others.
One very slim explaination I think of is that mail in ballots were brought in from internationally, without the knowledge of the dems, such as China. Ready ballots would be held in warehouses, and through their domestic partner delivered as required.
