It's up to the user to decide what is valuable discussion. There are certain people that do not provide value in their discussion. For them to get my attention, they have to pay extra value, to compensate for the lack of value their discussion provides.
But can't one use the toll to silence a different opinion from their own and prevent another user trying to make valid points...
