How do we discern between a bad actor with mal-intent, and a bad actor with positive intent?

All sides perceive the other as dangerous.
Not a good sign....

But then again, all I can do is make sure I do what's right and that, it seems to me, is to honor freedom by not infringing on other people's rights.
