Masks are a no brainer. "Lockdowns" is a very ill defined term. I think an actual extreme lockdown would've helped in the beginning, no place in the world did that.

I don't know what to believe in China. I think SK had a targeted sensible lockdown strategy. But the key word would be targeted. That's the whole point. An actual lockdown to get rid of it. At this point SK has covid again.
