A single satoshi has to be involved. Zerosat has never meant no sats. It means simply that the miners don't take any sats as payment. Whether the transaction is free or whether the fees are paid in fingernail clippings. It still has to have a single satoshi involved. ConfiscationTX should only be used to return a STAS token to it's rightful owner with the caveat being that people should only have a single STAS token for everything. HODLing and "stacking" are pointless and unnecessary.
