Some flaws in troll toll
Trolls can /trolltoll you first and continue trolling without your ability to respond.
I really do believe a hide user option or something of that nature is needed.

I like the concept of it, but it needs to not consider itself an 'interaction', then you could still put your own toll on someone who tolls you without having to pay extortion money. And either or both parties could remove it cost-free as well.
