If you say governments stand only because of fear, that would be something people would happily let go as soon as they could, bt that is not the case. It is convenient. It's absence exposes the more scrupulous to the unscrupulous. It is that simple.

If no one feared government, it would have no power. Power = ability to get people to do what you say. All of that comes from fear of what would happen if you don't. If you realize nothing will, you don't abide and they're powerless.

There are places governments can't really reach, even inside their jurisdictions, those places are controlled by the organized crime unless it is not economically worthy to them or they haven't yet managed to deploy control there.
