BSV大约会形成两种费率机制，一是公共费率，面向所有不特定公众的上链服务；二是合约费率，由特定商户与特约矿工签订。
一般而言，公共费率会略高于合约费率，但也不完全如此，比如特定商户要求矿工提供特殊服务的，此时合约费率可能超过公共费率。
公共费率与合约费率是可以相互转换，相互影响的。
