Yes and no, this was an attempt to rival the Ancients colossal statues after the designer experienced them on a trip in Egypt. The original was meant for the Suez Canal and was modeled after an Egyptian peasant women. In 1867 the artist attempted this.

It was too costly after the creation of the canal and the projects proposal was rejected. That statue never saw the light of day. In 1870 the idea of the Statue of Liberty was born and another chance to achieve what the designer originally set out to do.
