Is there a way to use opreturn to post encrypted stuff so you still get permanent time stamp on chain but privacy of only persons with PW/key able to read it?

Yes - MB already has this technology built in. One of the apps that makes use of the Crypto Operations API is Baemail. Their encrypted messages are on-chain and can only be decrypted by those with the keys.
