That’s a short term issue. With the right opportunity, instant deposits can be cheaply insured, for example. When hash power is higher, instant deposits will be insured by honest signal of hash rate.

ripples pitch was crossborder remitances and settlements. I dont think he means exchange deposits. Even though it all turned out a scam.

but with high enough hashrate 1 confirm should be enough for that too like with BTC

Their "cross-border remittance" worked by, in the back-end, trading the remitter's USD to XRP-USD on an exchange, then moving it to Bitso, a Mexican exchange they owned part of, and exchanging it on the XRP-MXN pair to MXN which the remittee would receive.
