If the protocol is set in stone why would there need to have a new difficulty adjustment? How do you determine what is the new DAA? And What's wrong with the current DAA?
Is this a trick question? It was satoshi. Satoshi was still active at this point in time. If Craig is Satoshi, he made the edit.
If it wasn't craig as Satoshi making the edit, it was likely someone else using the satoshi login/password/and information. But critically, it appears Satoshi didn't correct the copyright change before leaving the project.
