The Hertz multiplier is a clock cycle floating point used to concatenate strings of blocks. They are not really 400 millisecond blocks but an 18 second superset. They fudge 4/5 txs with unpropagated node metadata used for validation.
There are 2.5 blocks per second (400 millisecond blocks) each transaction is one transaction plus 2 validator (non transactions) multiply any average total tps per block over an average time before it was shut down, divide by 3 and multiply by 2.5.

The SOL forwarders were flooded with <8k txs per second. Forwarders are like a mempool, so those txs were just proposed, not encoded. Block producers stalled so actual tps dropped to 0. All proofs are on-chain if you take a look.

The Solana dev team saw an opportune moment to spin their own failure with patently false info. I looked at their network stats. They didn't account for the Hertz multiplier or floating point calculations. The flood was 8000 TPS. It crapped out at 320 TPS!
