I think your assessment is spot on.
More people => More natural differences between people
But that alone can't make this a heterogeneous culture when homogeneity is being socially reinforced, and differences actively squashed.
A standardized GIS on-chain would be valuable.
There are some who have experience in that area and have let that opportunity slide.
Randomly tagging people tends to be annoying to them.
