PoW is the best way to interface with people who are outside of your personal tribe. It tells you what they find important enough to put their excess energy. If their energy is spent on ends that I don't consider important then it is safe to ignore them.

The reason why PoW is so uniquely powerful on Bitcoin is that it creates its own historical records. Therefore, you can build credibility by demonstrating the signal over time, this prevents scammers from issue a short lived but powerful signal temporary.
