It's usually cost. I can understand some Japanese so language isn't a big problem for me. Speaking is more difficult because I have a southern accent (the american equivalent of a Kansai accent) that probably sounds weird to a Japanese person.

Your app is a good idea. A foreigner hailing a taxi late at night has probably been out partying all night and would help make a smoother experience for everyone involved haha.
